The government of Kenya has been implementing Free Primary Education (FPE) programme since 2003. The aim had been to attain the goal of Education for All (EFA) by 2015. Although the country has made tremendous progress in the effort of attaining universal FPE, this goal remains largely theoretical in so far as its implementation for learners with SNE is concerned, unless effective equalisation of opportunities for exercising this right is effected (SN).The bulk of learners with SN who attend school in Kenya learn in institutions catering for specific categories of special needs, which are the Hearing Impaired, Visually Impaired, Physically and Mentally Challenged.
