This article presents a critical analysis of the role of the school manager as a strategic thinker in developing an effective secondary school culture in Kenya. The objectives identified for this article include; a critique of relevance of school vision, mission statements and core values, supportive learning environment and school testing procedures in developing an effective school culture. The researchers adopted qualitative study based on a documentary crucial analysis method which enabled them to extend their critique as a positive evaluation of the role of the school manager as a strategic thinker in developing school culture. in addition, the researchers made some recommedations.
