Economic development requires managerially and technically skilled technically skilled manpower .Manpower planning is more urgent in the case of less developed countries , for without the provision of manpower inputs of adequate magnitude, right quality and their timely application, the process of economic growth does not get the right start. But the central question is to ensure the supply of appropriate skills needed for development at affordable cost. Different pattern of demand for different skills require different forms and quality of education and training. At state level too, education plays an important role.
