Policies are the guiding principles with which government brings its desires to actuality. However, it has been observed over the years that many excellent policies formulated to address certain issues did not actually address those issues, thereby leading to an implementation Gap. Policy implementation has been observed as one of the major problems bedeviling developing countries like Nigeria. It was against this background that this study highlighted the perceived factors affecting smooth implementation of public policies in developing countries, with particular reference to Nigeria.
