The rural dwellers in Nigeria are facing many challenges which affected their standard of living. They have little access to social services such as healthcare facilities; education, etc. provided by the government majorly in the urban center they equally faced problems of natural disasters violence and crimes. To make the matter worse successive governments policies aimed at poverty alleviation in Nigeria could not meet their objectives due to poor policy implementation; in most cases, the government will make a good plan, but implementation will turn out to be a sham. The study examines the effect of policy formulation and implementation dichotomy on rural poverty in Nigeria
