In the hierarchy of risk controls, the use of PPE is placed nearly at the bottom below other safeguards such as elimination, substitution, engineering controls and administrative controls among others. But this should not be construed to mean that employees can work safely without the use of PPE. When all the other safeguards fail, the worker can only be protected by the PPE.
