Free primary education in Kenya was a strategy put in place so as to achieve Universal Primary Education (UPE) by the year 2015.The implementation of FPE thus was effectively aimed at being attained taking into cognizance the following factors; funding of the programme, alignment of the legal framework to reflect the reality of the implementation, engendering the programme and availability of materials and equipment which were critical in the programme implementation process. Access is another factor which was critical in programme implementation success.
